Key processes within the department will include materials planning; scheduling; purchasing, inventory control; cash flow management; information flow and coordination and asset management, and supplier performance metrics.The Armtecs VP of Operations will collaborate with, suppliers, Business Unit GMs, Purchasing, Production Planners, I/T and other appropriate resources to strategically plan and coordinate the flow of materials and information from customers through procurement to delivery. This position will also have matrix management responsibilities with each business unit and support groups for production planning, shipping, receiving and inventory.--Primary ResponsibilitiesLead and manage all procurement and materials management activities including supplier connections, order placement, supplier reduction/evaluation/certification, supplier follow-up, price negotiation, supplier quality and compliance with government procurement regulations.Matrix responsibilities for manufacturing resource-planning and master scheduling, including for personnel involved with the Syteline ERP system to achieve and maintain a high degree of data accuracy, integrity, and ownership.Accountable for materials metrics, cash flow resulting from payables and inventory, purchased materials productivity, supplier standards of performance, and supplied materials quality.Help define and implement automated systems to plan and track material flow from customers through procurement to delivery to support a supply chain management strategy.Ensure all the purchasing and material management policies are consistent with the Enterprise Objectives e.g. Inventory control objectives of the Corporation.Facilitate Business Unit purchasing and materials initiatives including supplier managed inventory, consolidated purchasing agreements, supplier reduction and supplier quality certifications.Support internal or external audit requirements relative to the planning, procurement or inventory control functions.Prepare and manage department budget within established guidelines.Effectively create and sustain procurement to delivery material and system cost reduction programs. Actively champion and implement Armtecs Operating System principles at each Business Unit.Provide professional development and mentoring for all Supply Chain direct and dotted line team members. Explain and support company policies and procedures. Demonstrate Armtec manager competencies.Benchmark and implement world-class supplier management systems at Armtecs business units.Comply with all laws and regulations including international import/export requirements, DoD DFARs, and the ITAR.Maintain the highest ethical standards, even when challenged from aboveUnderstand and live by Armtecs ethics and business conduct policiesQualificationsMinimum of 10 years applicable purchasing, materials management and supply chain leadership experience in a world-class, high volume, high-mix manufacturing environment. Experience in defense materials and energetics is highly desirable, as is familiarity working in a highly-regulated aerospace industry environment.Four-year college degree in business, engineering, or supply chain required with certification in materials management and quality strongly preferred (CQM, APICS/CPM, or similar).Extensive managerial experience in state-of-the-art materials management systems including supply chain management, cash flow and asset management, JIT, MRPII, and lean manufacturing.Must possess analytical and technical skills required to understand business practices and recommend proper automation opportunities.Executive-level written, verbal, and interpersonal communication skills for effective interface with all internal and external contacts are required.
